[.91 Bug/terrible lag Game runs very slow]

Okay, this is the same issue I had earlier, but this time I am going to include all the info I can.  I thought I had the issue fixed, but it doesn't appear so.  I have tried disabling outlines and particle effects, I have updated drivers, and even reverted back to old ones- I have tried pretty much everything I can think of.  I am able to get the game to run very well sometimes when I start up, but very quickly after preforming a first couple of actions (like settling a city, recruiting someone, attacking something, equipping an item, etc.) the game just hits a massive amount of lag.  Oh, and to be clear, the previous Beta build (.86) ran pretty well.
