[Bug][0.90] Vatula's Dragonslayer

Hii there, I have tried to cast "Vatula's Dragon Slayer" at both the quest dragon and other dragonkin, but on each cast the tiny letters say "No Effect" and nothing happens except I wasted 22 mana.
