[Bug] Capturing a city which prior owner was Magnar

Hi there, captured one of magnars cities, which (ofcourse) did not have an "Inn" enhancement, but due to it being a magnar city I could not construct and Inn in the current city, while Most of my other cities have inns (and alot of other buildings).

Oh update, might be because I ended turn or the city levelled up, Now I am able to build the Inn (ok meaby abit trigger happy on the bug report :0)

So meaby it just need to update something which it does very slowly?
