[bug .90] when making a race and pick "Legacy Of Serrane" you no longer buy horse of any kind.

Yep, now I find a problem without legacy of Serrane, you can reseach and may get horse, but if pick a Legacy Of Serrane, reseaching show no horse of any kind, let alone war horse as well, so pick this legacy of Serrane, you can't had any kind of horse but warg.

still bugged in version .914.

can give warhorse to units. champions cannot buy horses; wargs still available.
