[0.86][BUG] UI: Text in research info window won't reset if same tech is 're-selected'

Rather minor issue, but issue non the less. Feel free to delete if duplicate.

Repro:

1. Open Research

2. Select a Tech that will have a scroll bar (like Civilization -> Mining, Warfare -> Standing Army)

3. Scroll the text down

4. Select the same Tech again

Observe that the scroll bar itself will jump to the top but the text won't.

Notes:

1. Screen res: 1920*1080, ATI Radeon 3850, Win XP

2. It's a clean Tutorial game where I encountered the issue, but it's probably common.
