[.86][bug] conqueured life/death shines

When you take a city with life/death shines in its area of control they don't convert to your type.

I have an empire game where I had two life shards even with reloading a saved game.

One was eventually destroyed by monsters which left me with a life shard that I could not build a shrine on. This can be fixed by saving and reloading the game.
