[0.86] How is counterspell supposed to work?

I couldnt figure this out for the life of me. When ever I try to cast counterspell it says the target needs to be casting a spell. Is it simply a matter of there being some spells i havent seen yet that the caster continues to cast or is it meant to be able to dispell things like obscuring fog (which doesnt work if thats the case).

There are spells which take multiple turns to cast (like fireball or blizzard). You can interrupt them with counter spell. I've never seen the AI using them, though.

Most spells are insta-cast right now, which kinda makes counterspell useless.  Not sure what the devs are up to here.
