[Not a bug][0.86] The govern button

It is not below the mini map, even though I'm in 0.86 and I've seen it below the mini map in some let's play videos.

I'm in the beta since the start, I've installed the first iteration of the beta, then I've always used the upgrade patch (the 0.85 before the 0.86)

It's there for me.

Does it show up if you start a new game? Is that area just blank or filled with something?

What happens if you click on the Tech Tree and then go to the Ledger? Does that work?

My govern button is on top. So it seems it's not a bug.
