[Bug or Typo] Temple of Essence missing?

[Edit] Decided my game is most likely busted, since noticed some other issues as well.  Savegame attached.

I researched Arcane Mastery, which is supposed to unlock the Temple of Essence, but doesn't?  Hiergamenon and tooltips and text all talk about it, but the Temple does not show up as a buildable item in any of my cities?

I KNOW it was here in 0.77, as I used to build them.  Removed in 0.86?

Bah the game is screwy, my town is missing it's L4 option as well (Prison).

Hahaha temple of essence is a carry over from war of magic that can only be built if your city is actually attached to the mana stone. This is incredibly silly as it encourages snaking cities towards resources. And in this case since it can potentially double mana output could be considered required.

In any case it is (probably) not a bug that you cannot build it, as I was able to build one last game. It is simply poorly implented.

In my new game I still didn't get Bless or Curse City.  Are they working for other people?

The xml for bless city and curse city are wrong, so they won't work.
