[.86 Bug?] Shadow world spell don't seem to work

For the first time, I was able to cast this spell to make my enemies’ life more interesting. Except nothing spawned from the portal… I casted between two big cities, and the portal was there but nothing else happened.

Does anyone else had this problem?

Ive cast this spell in .77, it spawned 2 death demon armies but they didn't leave a tiny area and ignored the city 1 tile away I was trying to destroy.
