[0.86][bug] Unit stuck following road through enemy outpost

One of the things that has been a nuisance finally turned into a bug today. 

From the image below you can see my territory (in pink) has surrounded another faction's outpost (highlighted).  Since outposts that fall completely into your territory still remain the possession of their creator my units can not travel through them, but my archers are trying their hardest to follow the road that goes right through that outpost.  They sit there and run and run and run.  They can not even figure out a way to walk around it without me telling them how to do it.

The only in game solution is to declair war so that I can attack that single outpost to remove it from my roadway.

 

Here is a savegame centered on them. I have consistently been able to load the save game, click on the archers it centers on, tell them to move to the other side of the outpost they are next to, and watch them jog forever. StuckArchers.EleSav

This save game also has some issues where the "shortest" path (at least the one it chose for a road) connecting some of my cities was straight through a waistland that I had not cleared yet.  I know other people have complained about roads being built through hostile territory.  An uncleared/claimed waist I think should be included.

Something else to look at in this save, one of my towns is expanding into another waist.  Should I be able to build my city improvements in them?When I do this with a different player our boarders shift accordingly (which is how I got this outpost stuck in my territory in the first place), but with the waists the borders seem set and you are unable to shift them by building close to or even in them.

Ignore the last paragraph in my previous post.  After playing a bit more it looks like the waist borders do shift, just not as quickly as with the AI opponents and only to make way for your city itself.

The more I play the more it goes back and forth:

The first tiny improvement pushed the border back. Now that I have continues to build further into the wildland the town is half in half out with the border in its original spot. I wonder what will happen when one of the inhabitants of that wildland notice.

More bugs I have been able to find on this savegame: Though my faction did not take the tait to be able ti train Drakes and other lizard folk and when I click on their lairs I get a grayed out "build" button with a tool til that "my faction can not use this structure" I can still click the button and build on it.  That is how I have gotten the two drakes in the party right above the town in this screenshot.
