.86 Bug - Can use shop in territory not owned by my faction

Seen more than a few bugs (I'll get around to reporting them all eventually) but this one is probably the most lol so far. I use a custom faction that uses Altarians as the race. First and unrelated to this, is that Altar and I are both use red borders, which becomes really really annoying if we're neighbors. I don't think you can change this anywhere that I know of (this is just bad design and not a bug though). However, when in their territory (had an alliance at this time) I could use the shop just like it was my own territory. Same items available even. Pretty sure this is not intended
