In .77 when trying to create a new mountain pass you only needed to cast lower land once or twice to get something that a unit could walk through. It was still very hilly, and you would pay 2 sq of movement per tile going through the pass, but it worked. Now under 0.86 you have to cast lower land 4-6 times, because of one change - you can no longer walk on the mountainside tiles. They are at the base of the hill, and look pretty flat, but are impassable until you specifically hit them with lower land.
Before: 50-100 mana.
