[0.85] Monsters spam spells; do not respect <Cooldown>

For example, I met a black widow. The monster kept spamming tangled web until all my units had it on them. According to the XML, Tangled Web is supposed to have a 5 turn cooldown:

In addition, spells cast by monsters do not respect the <Range> tag. For example, I met an enemy champion that I engaged in combat. From turn one, he started spamming burning hands all over the battlefield.

Spiders are uber-easy to kill. They spam their web spell, and thus never attack me. I kill them with my ranged units in the meantime. The spider in casting a spell stopping my unit from moving, but the unit doesn't need to move, only shoot arrows. The monster AI clearly needs some direction on when and when not to use spells.

Yes I noticed same stupid behaviour from spiders. They are more irritating then difficult. I skip turns with melée and kill them with ranged units.

Spiders aren't the only ones to do it though.  An air elemental spamming Titan's Breath sucks.  He does nothing but that and all of your guys lost their next turn due to standing up.  This can go on for many rounds.

Hoarder spiders are a nightmare..... They daze your entire army every turn non stop.

Agreed - I attacked an unrecruited Empire champion, and he spent his first 3 turns casting buff spells on himself while I moved up my melee units and killed him.  Even when he had a chance to attack my spearmen, he just cast another buff spell.
