Hehe ... while it is probably a poster/tester to try and gain a lobby audience like Sean says, I think its possible that its a source that "may or may not be credible" therefore it will appease those looking for better Tactical maps, while also not being 'word of god' therefore no roar of disappointment if they end up not being able to follow through
