So a few bugs with this.

Pioneers seem to randomly lose health in the winterlands and disappear off the map. They show under the economy manager as 1 health pioneers.

WHen loading the save game the wrong quest appears. The Fire Lord is there (but I can't find him on the map) and the winter quest no longer loads.

The Winter quest can not be completed and the region can not be "pioneered" for settlements or forts.
