[Bug 0.77] AI doesn't use clear forest option during city building

During my last playthrough I've come across several AI cities which only had one or 2 improvments due to the fact dhat the they where surrounded by forests which the AI doesn't remove to free up space. This leads to crippled cities and useless cities for the AI
