[BUG] Torax's Head is Bugged

I killed Torax and placed his head in my capital.  The capital correctly shows a growth bonus of 10%.  However, instead of giving a Gildar bonus it actually says "Head of Torax (-100%)"!  So I'm losing all my Gildars.

I had the same issue.  It took a once profitable city and made it -3 gildar.
