[Bug] Bell Tower Tooltip and Description Don't Match

The tooltip and description don't match for Bell Tower.

Apparently the tooltip is correct, but the description isn't, at least based on having built this.

It might not be a bad idea to double-check all tooltips and descriptions for consistency as things are changed. This would be an easy thing to get out of sync.
