Ah, that's because the matter square or hex had been settled some time ago by a decree from the highest authority (ie. Frogboy).
Even with the innovations, Elemental
is stubbornly traditional in places. "I hate hexes," says Wardell when asked what he thinks of Civ 5's big new feature

I personally agree with you about hexes and of course about Battle for Wesnoth, beautiful and fun game. But there is no chance for Elemental getting hexes, so not much point in discussing it (it got discussed to death over a year ago), and one can still have a good game with squares.
