Ok I installed iconpackager, and I used the Titanium package, but the icon for Folders won't stay, it always go back to default windows icon. WTF>!>!>

also how do I change Toolbars????????????

After you change a theme click on the tools option in the toolbar and select rebuild icon cache. The icons will stay to whatever theme you want after you do that each time you change them.

is there anyway of replacing the taskbar to look like XP WITHOUT using windowblinds?????????????????????? I don't like stuff running in thee backround

That's kind of an impossibility then. You want something to make Windows look like XP but you don't want to have it running. How exactly would that work?
