Need help making my bootskin work...

I made a boot skin recently for my favorite anime series .hack//sign, but I am having trouble making it work. The bmp is a 4 bit (16 color) image that has 14 colors. When it loads, it looks alright for a second, then the black background turns blue and some of the other colors change. I'm not sure what went wrong or how to fix it. Any help is appreciated.

If your using a progress bar it has to use the same color palette (same 16 colors) as the main image.

Thanks! I made the necessary changes and now it works fine. I'll probably submit my skin tonight.
