A random question resulting mainly from boredom:
Before a planet is colonized by a civilization, are there settlement lights on the dark side of the planet and are there people already living on the planet?
No. Not even, in fact, when the planet supposedly is already inhabited (as in some random events).
Shhh, it's not polite to mention the Deep Mysteries of Population in GC2. The people of all factions are found in large numbers on every habitable planet, but we're not supposed to think about them until they sign up to start paying taxes.
