WB/Skinstudio- Can the starpanel be set to a non expanding size ?size

Does anybody know of a way to make a start panel set to a fixed size?
I want to make a start panel that will remain the same size regardless of how many shortcuts someone has in their start panel. Even if they only have a couple, I still want to set it at a fixed size. So I assume it would need to be pretty large because some people have alot of shortcuts making the panel very tall.

In theory, the start panel seems to be able to expand to the screen height, and since you can't know that, I don't think you can set an upper limit on the size. You need to just accept that and design for it to change size I think....I could be wrong.

CerebroJD - I'm not 100% sure as I might be missing something, but Id specified the heights on a skin, and yet changing the prefs to include more (or less) items on the start menu changed it's height...
