Is Impulse broken?

I just reinstalled GalCiv2 on my system two days ago. I downloaded this program not two hours ago now since its the only way to up date my game (which is dumb), because the offical site doesnt have the patches. I dont have any of teh expantions. the updater will not complette it stops at 54.3% everytime. I uninstalled/did that Impulse clean thingy and still it will not get past 54.3%. I found a site that had a manule patch to 1.4 so i did that now it wont get past 60.4% WTF! Im no turbo nerd I just game.

Ok it got past 60.4% but now it says error and its at 99.6% and I dont know what it could be.

That is further than I get mines goes to about 0.3% then says error and stops. Not being able to update Impulse also means I can't update elemental.

I have even uninstalled and reinstalled in the hopes of downloading the updated version that way but apparently the download is nto the most up-to-date version and it just does the same preparing-installing- 0.3% error.. nothing.
