[1.20] AI Leaving Settlements Undefended

1.20 issue...

So BoogieBac's wandering around looking for Lord Xia and stumbles upon one of Altar's 2 cities - and it's completely undefended with a pioneer in queue. The good news: the faction is not pop locked. The bad news: it's inviting BoogieBac to rampage like an bull in an death animation china shop.

Also note in the saves that Altar has two pioneers just chillin' southwest of city-center. Not pathin', just chillin'.

This can easily be "exploited" by just taking units and following enemy pioneers around and taking the settlements as they found 'em. The AI needs to escort existing pioneers and so they have a garrison right from the get-go.
