More than 3 caravan issue and can't delete ships...

I have noticed that I can't build more than 3 caravans no matter what I do.  It says to research diplomacy and I have that all the way to the point of just doing it for cheaper recruiting.  Nothing is improving it.  Do I need a specific building built more than one or something.  I can't figure it out.  None of my cities can go past three caravans each.

Also I can't for the life of me delete a ship once it no longer serves a purpose.  It pops up the message saying it will join the population of the nearest settlement but it doesn't.  It stays on the map and won't disappear and I can continue using it after it was supposed to have been disbanded.  I don't get it.  It won't delete.  And the only reason why I continue to use it is because i have no choice.  The only other option is to fortify it but if I don't need I don't need it and would like to delete it.  

Please fix these two issues or if there is something I need to do to get access to more caravans please let me know.

I think you can only build 3 caravans per city is by design. It has been like that since the start to my knowlege.

I don't think so because i think a few weeks ago I could do more I think.  Also why would it say to research diplomacy to get more if 3 is the max. And especially when you click on the city and it tells you like six to nine places to send a caravan.  Why would it list all those if you can't build more caravans.

The ability to create more than three caravans is an Empire tech only. Kingdom cities can only have three caravans at one time. The dialogue box unfortunatly does not inform you of this. You probably captured an Empire city when you created more than three caravans. Not being able to delete a boat is a bug. What you can do if you have no further use for the boat (as often happens), you can use it as a forward observer to give warning of oncoming hostiles - it takes the place of a watch tower so to speak. By the way, If you have'nt done so yet, download the Fish Market mode. Fish Markets can double you're overall food production fairly early on which is a huge boost.

Where is the fish market mod.  All I see in Mods list is Maps.  there is a fish map but I don't know if that is the one you are talking about or if it is supposed to be a quest, tile, or what.

As for the mods list all i am getting is map mods.

When you click on the Mods button you will see to the upper middle right a button labeled other (beside the campaign button). Click on that and the mods will come up. If you don't see the Fish Market mod there. just type it in to the search box and it will come up. If you don't already have a utility to unzip the mods into the Elemental Mods folder, there are some good free unzip utilities you can download for free - just google for them.

Do you have to start a new game in order to use the mods or would they be inserted into a saved game as building options?  Just curious, because I got onto my saved game and fish market wasn't available to build and it did have a harbor connected to the city.  Also a level 5 city.  And it wasn't there to choose from.  

If they become available in new games only then that is fine but I just want to know because if I am supposed to have access to it its not showing up.  Which probably means things got put in the wrong place or something.

Yes, you need to start a new game for the mod to be recognized. You also need to check the 'use mods' square in the main menu before starting a new game.
