Please Explain Action Point System

Someone please explain exactly how combat speed and action points work. I don't get it. Sometimes my actions cost two points instead of one, my total action points fluctuate randomly, and combat speed and total action points aren't equal...

As far as I know, action points work as follows:

1 AP per Attack

1 AP per move

2 AP per special ability/spell

I think it is

1 ap for melee attack

2 ap for move / special ability / bow attack

many ap for spell casting.   More than any unit normally  has, so casting always ends the unit's turn.

confusingly, your combat speed is the size of your AP pool rather than action cost. the whole system will be changed soon anyway though.
