Revive land
Aside from making a swath of tiles look grassy, does revive land actually do anything useful?

Yes, it gives environment bonus/penalty.
to what?
To the army occupying the tile. Attackers count the environment on their tile, defenders count the environment on their tile.
The bonus/penalty is 10% more/less armor and attack.
Example: If you are Kingdom and fighting Empire, you can nullify their defense bonus by casting revive land on the square they are on, and enhance your own as well if you are deep in Kingdom ( cracked brown lava ) territory.
As a Kingdom player, I have found that the best use of the Revive spell is to cast it on the area of a razed city belonging to an Empire faction. It will allow you to rebuild on it. This comes in handy if the Empire city had negative values (epecially food) but you want to take advantage of a useful resource nearby, such as an iron mine.
