[1.19f] Why Can't Females Wear Jorneyman's Cloaks?

I've been wondering this for awhile. Is this by design and if so, why? If not, eta on fix? Thanks.

I want to know why also, but I'm more concerned about Traveler's cloaks. Females have necks and shoulders too, so they should fit. Please fix this!
