The dynasty system is completely and irrevocably broken. I'm tired of even asking about it.. they've not made a single mention of it being something they'll work on.
They won't even fix it so that you can re-marry. I can't belive (knowing absolutely nothing about programming) that it's difficult to do. And your issue is more a reflection on the AI in general as during negotiations it's simply rediculously stupid. Why ask for something that can't be done?

Obviously, the question comes up as "Hey, wanna marry some children off for fun and profit?"; "Nah, only have boys."
... but misinterpretation is fun ;(
Well it doesn't seem that difficult to do a simple check before asking the question. In particular for the AI to do this simple check.
Then again maybe gay marriage is supposed to be in the game, I don't konw.

They will refuse when you make a proposal, stating there will be no heirs.

I'm not sure that'd make much sense seeing as the point of marrying children off in the first place is to strengthen ties and extend the family line.
If there's really a call for such though then maybe they can have it so sovereigns may choose to marry a champion of any gender?
Any sane ruler of feudal time would know genealogy of all rivaling dynasties and even of his own vassals for many generations.
Dynastic marriages were very serious business, after all.

Yes, in summary, BOTH the dynastic system, AND the negotiation process with other sovs, have serious issues.
However, about the gay marriage issue (in the game!) having heirs was what it was all about. Making 'new' loyal offspring that would grow up and be assets to the family interests was vital. Marriage of convenience might be another way of viewing this. Perhaps, adding the ability to have a 'mistress' of either gender is the way to most easially implement this. Thats typically what actually happened (in RL). Heirs who were gay married, had children, but had their real fulfillment with another.
Fun fact: Occasionally a sov would invitre me to discuss marriage of our children. Then, when we meet, the sov says something derogratry about my children, something like: why would i force my kids to marry one of yours? i take this as the game using this to have the sov insult me. Better, i guess, then delivering the head of the messenger oimpaled on a fresh stake.
Dynasty "system" is a side-feature unrelated to the rest of the game...and there are a lot of other areas of CORE gameplay that need improvement. I'd much rather see time+money be spent on empire building/tactical battles/research. In fact, dynasty thing should probably be turned off until it can get major attention (i.e. make it so it actually matters in the game)

Check Brad's dev journal about 1.3. A major dynasty fix is in the works, and it is not a side-feature thing at all--defeated factions will have assets transferred to the faction with the strongest dynastic connections. No more disappearing cities, huzzah!

Bad jokes aside, I fully support allowing the sov to marry anyone of any race or gender. As to how they make babies, magic. If sov's can make volcanos, they can probably manage a baby.
And if not, well, there's always surrogates. Or maybe they adopt?
Anyway, I see no reason why you couldn't have gay marriage amongst the children of the sovs, and still have those marriages produce kids. For one thing, it'd be deliciously progressive. For another, it'd be hilarious in screenshots, people would be so confused. For a third, I'd get a kick out of marrying a wizard sov to a fellow chick or dude.

Well, being a fantasy game, maybe you could swing it by having a special item "Girdle of Masculinity/Femininity" at the end of a quest chain.
