[1.19e] Multiple Arcane Weapons possible on same unit

I think this is a bug, because I can't imagine this is working as intended.

You can cast multiple Arcane weapons on your sovereign, making this character a one strike killer on single units early game.  To do this, the sovereign must be by themselves (or the pop up window for target selection comes up, and the sovereign, if they already have arcane weapon, does not show up for selection).  I

Yeah, it's a bug that showed itself when they implemented the ability to cast spells on a stack. I haven't read anything advising when it will be fixed.

Also stone skin. 

I see it when the sovie is in a stack, all but ONE of whom already has the spell in effect.  Then it skips the select screen and does the sovie instead of the unit that did not already have the spell.  So I keep doing it by accident.

As far as I know, this is not exactly a bug. A bunch of the modders have run into this problem, as the system does not allow you to set a cast limit for spells. Thus, any spell should be castable multiple times no matter the target. Honestly, the best solution would not be some hard coded once per spell cast as there are many use cases where this would be undesirable. What has been suggested before is a tag in the spell definition that dictates a cast limit per target.
