Hey Phoon, what OS, I know syscmd docklet will do this on XP.
Just use the windows key + R
Windows 7 x64 this works "C:\Windows\explorer.exe shell:::{2559a1f3-21d7-11d4-bdaf-00c04f60b9f0}"
If I am understanding you properly you can place a shortcut on your desktop by going to All Programs/Accessories and then send Run to your desktop. The other mentioned ideas work too but I use Frankief's method.
I did put a shortcut to the Run dialog in the root of my C drive then drug that to my dock.
Was more wondering if it had more "system" type funtions like Winstep provides though.
