It seems the changes to the Sovs behavior has swung it 180 degrees. Two civs (Altar-1, Yth-2) got wiped from the game, despite have a power ranking of twice the third ranked civ, because their Sov went on the offensive in enemy territory. The one I killed (Yth), barely had a couple of peasants with him; yet decided to charge my capital.
