Unable to build city addition on empty tile

Has anyone else noticed that sometimes you are unable to build a city addition on an empty tile?

 

I already searched the forum and checked the usual things:

1)  8 tiles away from the nearest city on that side.

2)  No forest or hill

3)  No road running through it from a caravan. (one will be setup shortly though between the 2 cities.

 

But wait, there is more.  When I started this game, I save off a initial save in case I wanted to restart the game on the same map.  The first game, I did not see this issue.  When I reloaded to this initial save (1 turn after capital being settled) I run into this issue.  I tried a few things such as deleting all the buildings, etc and seeing if I had hit some kind of cap but no joy.

The tile in question is next to a farm that I have built up (same as previous game).

 

I have seen this occur in a few other places in other games where a tile was clear, flat and not even close to a city +5 limit.  IN those instances I was able to settle a city on the tile but not build any additions if I settle next to the tile and try to build on the "bad" tile.

 

I am running 1.1 by the way.

 

In assistance or way to get around this would be appreciated.  This is game breaking for me since this is near my capital and space management plays kind of a critical role in a game like this IMO.

Update:

 

This may be related somehow to the tile in question having contained a collection of crates at the start of the game.  This time I cheated to rapidly build on the tile in question and I was indeed able to build improvements on the tile.

 

Perhaps there is a bug where sometimes a tile will not be set to "clear" even after you have explored whatever special resource is present on the tile?

Yea, get a hero/soverign to walk on the tile. Some goodies are very hard to see.

No, what I mean is the tile still being unable to build on after the resource has been grabbed.  I made sure there wasn't a goodie on the tile (already had a sov walk on it).  Anyways, the goodie huts will "shine" on the map.

Cannot really help you i don't think? Anyway, in my last game (1.1 modded map) i did have some tiles i could not build on. Eventually these tiles were surrounded by the growing city. I thought perhaps it was one of my Elementium mines that i had put on the map (the elementium mines cannot be seen in game)?

Did you edit this map with the cartographer? I've been getting alot of weird results lately from maps I edit there.

No, just a random generated map.  I actually was thinking about trying to generate a custom map without any of the goodie huts (if possible) and see if the issue popped up again.  It does look 100% related though to the goodie locations.  Every place I have seen this happen there was once a goodie.

This has happened a handful of times for me as well. It almost feels like it's a goodie hut or quest hut or something that's invisible and unactivatable. Or maybe an invisible resource that you can't select.

I know I've researched some adventure techs for resources and nothing showed up despite having explored the majority of the area around my cities...

Maybe, as Kaisoku suspects,  it is a tile with a rare resource still not researched. I donĀ“t know it for sure but I think that the rare resources are in there from the beginning of the game. At least in most of my games there always is a Bee hive, a Wheat  farm or a Orchard near my starting position, that only appears when The Lost Bounty is researched.

And you didn't max out your usable tile limit for that city did you?....

I would agree but in my case I know sometimes I can and sometimes can't build on the same tile (restarted two games from the same initial save).  In my experience, I was able to save before the trigger (walking on the goodie) and sometimes I would be able to build on the tile and sometimes I wouldnt after walking on the goodie.

 

From a software standpoint, it *feels* like there is some bug or race condition maybe that prevents the tile from being set to available once the goodie is acquired.
