[1.11] Dragon Roost cannot produce groups

I have built a Dragon Roost and it will not allow me to build a "party" of Young Dragons stating that it needs a Command Post. The Command Post is built and that city has built parties of other units.

Intended, as far as I know. The dragon can only be built as a singular unit.
