GalCiv2 - Twilight won't start

I'm having a strange issue where Twilight of the Arnor will not start. When I rey it just goes to a black screen and sits there. I have to shut it down in task manager. The weirde thing is that both GalCiv2 and Dark Avatar run fine. Any ideas? I have uninstalled and re-installed and get the same thing.

WIN7 64-bit
8GB RAM
Nvidia 285GTX
