[1.11] Balance concern: Metal

This is a balance concern regarding the different allegiances (kingdom vs empire). Metal is extremely important mid-game, but this specific concern only applies to late-game.

Empire has:
Smelters - increases metal output in the city by 25% (one per city)

Kingdom has:
Smelters - increases metal output in the city by 25% (one per city)
Blacksmiths - increases metal output in the city by 50% (one per city)
Mining Guild - increases metal output in the city by 100% (unique building)

Unless I'm missing something, kingdoms will have access to much more metal late in the game, when the player has had time to research and build these buildings.

Seems to be true. This is even more unbalanced then it seems, because of Ventri Mines.

They produce 3 metal compared to a normal mine which produces 1. Normal mines are also very rare now. As it stands players basically get all their metal from the single guranteed Ventri Mine, unless they take another players Ventri Mine. Iron mines are completly pointless as it stands.

So players need to increase the yield of those mines in order boost metal production. Exploring or expanding is useless. Only conquest or the above mentioned buildings placed on a Ventri mine can really impact metal production.

True, but kingdom has a similar technology, and kingdom also gets that earlier than empire.

Because it's not a cause for imbalance, since Kingdom has a very similar tech.
