Can build outside Influence

As post title says I can now build on resources outside my influence. Even though it's greyed out I can still click it and it will build. I was running one of the unofficial AI patches the first time, but then switched back and could still do this.

I had the same happen to me, the Build button is gray, but I can still click it. Mine didn't end up Completing it's build cycle though and became unused the next turn. I wasn't paying enough attention when I clicked on the button to see if it used resources up.
