Empire AI builds granaries but no food

Every empire city (Magnar) that I captured had a granary but no food source so it was 25% x 0. Very inefficient economically. Playing on AI hard.

I've seen this a lot in captured cities.  While you COULD say that the AI is building in anticipation of a food source appearing nearby later in the game, the fact is that the AI check for Granaries doesn't take into account whether or not the city actually produces food.  Another something for Brad's 'to do' list...

Oddly enough, as I've captured other empire cities that HAD food, they didn't have granaries! I wonder if it is specific to the faction. All granaries was Magnar, no granaries was Kraxis and Umber. Also, no city specialization - it's as tho the AI was building their cities in easy mode.
