1.1 Combat spells

I've noticed that when using combat spells the Minimum Intelligence criteria is being ignored.

My Sov has Int = 15, but can still use Spell Blast (25) and Arcane Arrow (20).

Maybe it's just the posted min's are incorrect and spells are working correctly.  They do seem high for low level spells.

Sovereigns ignore int requirements.  I don't know why, and I don't know why the requirements are so high, but that's the way it's coded.

Which is good, because The Mastery spell would be impossible to cast otherwise (100 int).

Okay, it's not really good, but in addition to fixing this, int requirements need to be fixed.

Some people might disagree, but the Int requirements are decent for Champions. A starting champ can use heal, one with a couple levels can start using spells like arcane arrow. The addition of wizardie type equipment that boots Int would be great too.

 

The issue with Sov ignoring Int requirements is pretty damn annoying as it removes a lot of strategy and makes having a wizard style Sov fairly pointless when a dumb berserker Sov can use all the same spells to the same effect, not counting the one or two spells that actually take into account your Int for damage. Someone will probably post that the lore says Sov is god or something and can use all spells so its ok because fluff says so even if its gamebreaking :P

I enjoy playing a hybrid-type character, and there should be options for spells for someone who puts 1 point in int every level, starting at 10 int. High level super awesome spells should be dedicated wizard only, but having level 2 spells cost 22+ int is ridiculous.

I actually think the Sovereign should have to follow the Int requirement.  I have not gone as far to get the Mastery Spell, if it is 100 than they need to do something else for that.  Maybe 35 or 40
