1.09v AI can Found new cities INSIDE player influence

No clue if this is bug or intentional so here ya go.

Save game to show you.. its like 1 or 2 turns before on the northern edge of my Capital Gildar will place a town inside my influence.

  This is currently WAD but I'm not a fan of it either.  It won't be changing for 1.1 but it is on the post 1.1 list.

Alrighty then. Didn't seem right to me so i posted. If its working as it should be then thats good.

 

Bad side is in order to prevent it you have to spam your own towns.. lol.

At least it works both ways. I was able to build my 2nd city inside Kraxis territory stealing back a lost library that his capital's influence just grabbed. Lost library at 20 seasons in ftw ^_^

Ya i hadn't tried it personally. Its actually not that bad if it works both ways.. creates a pretty drastic downside to alliances.
