Why does my Empire notable location level go up to 6?

I think the Kingdom only goes up to 5. I don't think there are any Level 6 goodie huts in the game so why 6? I have noticed that it seems to take one extra empire tech to get started on notable location advancement than it does Kingdom. Is that why?
