[1.09u] Crash while in Faction creation

While I was trying to reproduce this one in my system: https://forums.elementalgame.com/402091

The game crashed while I had the palette open and was clickig the different option tabs behind it (because the paletter doesn't close when you do that or block you from clicking...).
