[1.09t bug] Building Harbors on land

Note: this Saved game uses the Islands of War Map, available through Elemental mods on line.

If you need a copy of the map files let me know.

Load Saved game Harbor.EleSav, go to the city of Talon, I've build a Harbor on land, no shore hex and a ship! Can't get ship to a water hex.
