Elemental Forums
I researched up to Sions in my current game as empire and while I can build the temple, no sion unit type was enabled. I also did not see a sion item (in case you are allowing us to design them now).
The issue in question is actually a bit more complex than that, so let me clarify for the sake of the developers.
Sions do not appear for custom Empires that have a race-type that is not a standard Empire race. Say, an Empire of Men or Mancers or somesuch. They appear just fine for the default races, and I think they appear just fine for custom races that are supposed to be Empires (Trogs, etc).
I did not even think about the fact I was a custom race, good call (I was men).
