[1.09s][Gameplay][Bug] Factions starting with Civics Tech do not progress studies to libraries

I think there's a pretty repeatable bug here. If I research civics, all my studies become libraries on city level up to 2. If I start with the tech through making it part of my faction, however (through the faction editor), then I never see my studies level up.

Studies upgrade to Libraries with the Literacy tech in the last few patches. That may be why you aren't seeing it as soon as you expect.
