[1.09q] Kingdom Catapult available to Empire players

This is possibly not a bug, as they differ in strength quite a bit. Anyway, the kingdoms have one catapult available. The Empires have two - of which one is the kingdom one.

In the xml, the empire catapult is locked to an empire tech, but the kingdom catapult is not.
