I have a suggestion:
Bandit Watch
Early quest, maybe level 1 at most.
Bandits spawn at a random location in a forest near you, on a base. There are 3 knifers, 2 archers, a wolf. They stay on their location, but will spawn bandits to go after you/your cities if you dont kill them in the encampment. If you kill them in th encampment, then you get gold that they have 'plundered,' either being static at like 200 gold most or maybe 500/(# of turns since recieved quest/5) so if you wait 10 turns to complete quest, then you get 250 gold.
Of course, this would require some lore background, and a smallish story like all the quests.
