Reduce work area not obeyed in desktopx 2

I have a theme I converted to version 2, actually based on Chloe. The only real problem I have is that the reduce work area doesn't work for the bottom or right of the screen. The top works for most applications, though some of them start underneath the top bar.

The only way I have of limiting them is to change the Always on Top behaviour for the bars, which of course means that the applications windows dip underneath them.

I've noticed this as well with themes that i've made from scratch. Most of my themes aren't complicated (read:no scripts) yet this problem never seems to go away... Guess we'll have to wait for DX2.1

And one version later and the problem still persists...
Am I the only one that actually uses this function? Is it only supposed to work when you have a window maximized because that's the only time it works. >
